Summary/Abstract: In order to increase the transparency, efficiency and accountability of the state administration, the Government of the Republic of Kosovo took the initiative for Open Data. This initiative, led by the Ministry of Public Administration, started to be implemented on May 13, 2016, right after the Government of the Republic of Kosovo approved the International Open Data Charter. The adoption of the Open Data Charter is in line with the Open Government Partnership (OGP) initiative. Following the approval of the Open Data Charter, the Government of Kosovo issues a Decision on the organization and functioning of institutional structures for open data, which obliges all Kosovo institutions to open their data and publish them on the National Open Data portal. Documents and data produced by public institutions constitute a huge pile of very important information that could help in advancing social, economy and democracy. The benefits of open data include: transparency, public service improvement, efficiency, innovation and economic value. The Government of Kosovo, pursuant to Article 65 (1) of the Constitution of the Republic of Kosovo, on June 4, 2019 adopted the Law on Access to Public Documents, which guarantees the right of every person, without discrimination on any grounds, to have access.
