The Role of Local Government in Shaping and Maintaining a Proper Security Level in Civil Aviation

Summary/Abstract: The local government entities have an excellent capability to build a spatial, ecological, social, and infrastructural policy as well as the policy of information management for a definite area. They all create beneficial conditions for local development or, on the contrary, they may restrict them.. Thanks to their cooperation with the central government administration authority in the matter of the civil aviation, they have a possibility to create an acceptable level of its safety, whereas an entrepreneur using the tools created by the two above entities influences its maintenance and can disturb it, which can lead to instability of an established safety level. Since the local government entities have a direct and indirect impact on the local development, a hypothesis has been created that the public administration entities in cooperation with the central government administration authority in the matter of civil aviation together with the entrepreneur create and maintain the safety in the area of airport.
