Summary/Abstract: The challenges the contemporary world is facing call for multi- and trans disciplinary approaches to reality. The informational content doesn't always fully satisfy man's thirst for knowledge, yet instead it leads to the re-conceptualization of the practical experience. Reality's trans-cultural horizons materialize themselves therefore as a new type of behaviour in society, while the social structure generates the desire for integrity. The attempt to achieve a hermeneutics of human rights also determines a change of viewpoint noticeable as a result of the conscious approach to informational processes. Thus, access to information should involve a legislative guarantee, informational security, intercommunication. These are made possible mostly by the new technologies, which assert themselves through the elaboration of minute informational policies. Preservation of the cultural values as well as enjoyment of the universal heritage have to be priorities with the action of a responsible conscience.
