Summary/Abstract: The right to education, a fundamental human right, is dealt with in terms of its nature, its contents and its legal guaranties, at international and domestic level. The author presents and analyzes the provisions referring to this right and those connected to it to be found in international and national regulations. The Constitution of Romania, revised in 2003, attributes a larger meaning to the right to education while regulating for several of its components, such as the right to education proper (art. 32) and the right to access to culture (art. 33). The right to education is closely related to other rights. While referring to the economic ones, the author points out the potential positive impact upon the economy, as well as the States' obligation to guarantee the right to education not only declaratively but also by effective measures, including paying proper attention to the adoption and the execution of the budgets.
