Summary/Abstract: This paper deals with the possibility of the municipality’s inhabitants to activelyparticipate in the self-government of the municipality through participation in themeetings of the Municipal Council. This right arises to the inhabitants from thecurrent legislation. Municipal Councils have the possibility within their Rules ofProcedure to regulate the active participation of its residents and other persons whohave the right to participate in the administration of public matters in the municipalself-government.
