Summary/Abstract: The issues of analyzing conflict’s history, mechanisms of their prevention and settlement, peace and confidence building are more urgent than ever. Collapse of Soviet Union and the Socialist bloc is a very complex processes of systemic disintegration in the economy, legal, social and political spheres. Ethnopolitical conflicts in the form of large and small wars on ethnic and territorial grounds in Azerbaijan, Armenia, Tajikistan, Moldova, Georgia, and other post-Soviet republics have caused numerous civilian casualties. The article describes the functioning of the international organizations and their role in maintaining peace and building confidence. The Moldovan experience was mentioned as example. The article describes the role of intergovernmental organizations and participation of NGOs in preventive diplomacy and settlement of domestic and international conflicts. The article describes Confidence Building Measures Program (CBM) as the most successful activities on both banks of Republic of Moldova with the main aim to assist authorities and civil society involved in the settlement process.
