Summary/Abstract: There have been numerous changes in the economic mechanisms of East European countries during the last thirty years which represented movement away from the traditional model toward a system incorporating market mechanisms. Some observers are inclined to call all such changes economic reforms, and to distinguish between "partial" and "comprehensive" reform or between "administrative decentralization" and "economic decentralization.”
