Human Rights in the field: for a professional and juridical approach

Summary/Abstract: The author presents a number of personal opinions related to the way violations of human rights should be dealt with while pleading for a professional and juridical approach, 'in the field' of such violations. Whereas denunciation of the violations has a value of promoting human rights, the sanction has a value of protection, while the two elements should be cumulative and not exclude each other. In order to achieve effectiveness, the first undertaking should be oriented to the juridical dimension. To achieve a better distribution of the tasks, making a distinction between 'information' and 'training', it would be recommendable to leave on the consecrated militants the mission to denounce violations to the authorities, while professionals having the mission of training the public authorities, the police, the gendarmerie and the army, analyzing the conformity of the laws that are pertinent to human rights with the international standards as well as watching the way national jurisdictions function in order to respond to individual violations and, if needed, issuing recommendations for improved defence of every individual's rights.
