Summary/Abstract: The rights to life, to freedom and to security are the very first civil and political rights, essential ones, on which all the other rights depend. Even though terrorist acts do not directly aim at physically eliminating the victims or destroying certain assets, but creating an atmosphere of collective fright and panic meant to intimidate the authorities of a State such as to yield to the demands of the respective extremist terrorist group, the use of violence against persons, the taking of hostages, the destruction of assets thereby jeopardizing the lives of persons who have no political commitments are violations of the fundamental rights to life, to security and to freedom. While an explicit definition having a legal value consecrated under an international treaty is still lacking, as is a consensus of the States regarding the special legal nature of terrorism, there are, however, several international conventions on fighting terrorism as an international crime in the international public law, which is relevant in terms of the topic. It is for us to reflect whether these provisions include sufficient guaranties for a person's life, freedom and security, given the proportion of the danger, tragically illustrated by recent developments. One form of terrorism, as dangerous at international level as treacherous, is bioterrorism. This is the reason why the United Nations Organization, in its resolution 1540/2003, urges States to take preventive measures and combat it.
