Summary/Abstract: One field where the legislative, the executive and the tribunals have a limited role is that of better knowledge and awareness of human rights, both by the public authorities, by various State institutions, and by the public at large, in their capacity as subjects of the rights and beneficiaries of their protection. Nevertheless, an important role in this respect lies with the national institutions with specific powers, whose creation and development are in the attention of the United Nations and the Council of Europe. Situated between the State bodies and the civil society, the national institutions, created under a law providing guarantees for their independence and equidistance, have a connective function, of a framework for dialogue and cooperation. One such institution is the Romanian Institute for Human Rights, which has powers in such fields as training, information, research and consultancy. The more effective the promotion of human rights and education in respect of these rights, the less the violations of these rights and the need for redress.
