Summary/Abstract: In recent years, policies to develop tourism in the Republic of Azerbaijan have been followed, and governmental level programs have been implemented to increase competitive power in the tourism sector. The aim of the study is to measure the efficiency of tourism organizations of the regions of the Republic of Azerbaijan with the data of 2010, 2015 and 2018 and through non-parametric data envelopment analysis method. In this study, average annual number of employees, total number of rooms, total capacity of organizations and total annual expenditures were used as input variable and number of people placed, number of overnight stays and total amount of annual income were used as input variable, and fixed-scale CCR and variable-scale BCC analyses were performed. In addition, it was also tried to determine the superactivity scores of the full efficient regions. In the study, it was found that 9 regions were efficient in 2010, 11 regions in 2015, and 8 regions in 2018, 15 regions in 2010, 18 in 2015, and 15 regions in 2018. As a result of the analysis, it has been determined that input variables are used as idle in inactive regions and that more tourists should be provided service with the existing inputs.
