Summary/Abstract: The most important event, which put a mark on the year 2009 in terms of promotion and protection of human rights in the European Union, was the Treaty of Lisbon entry into force on 1 December – a document that offers the European Union new instruments for the protection of human rights, at both domestic and external levels. The Treaty is a step forward as it guarantees the implementation of the Charter of Fundamental Rights of the European Union alongside the fact that it opens the possibility for the European Union to accede to the Convention for the Protection of Human Rights and Fundamental Freedoms. An open and safe Europe serving the citizens and protecting them is also the main objective of another important document – The Stockholm Programme – adopted in early December 2009. At the same time, the year 2009 saw the conclusion of an agreement, after two years’ efforts, on the package of laws devoted to telecommunications, an agreement concluded between the Council of the European Union and the European Parliament, which provides for the protection of the Internet users in consonance with the request of the European deputies. Now in its third year of EU membership, Romania has always paid increased attention to the observance of human rights and, where the legislation was scarce, measures have been taken to improve the situation such as violations of human rights be avoided. In the year 2009, the fundamental human rights did not undergo important modifications, maybe also because most of the legislation had been harmonized with standards imposed by the European Union and others as well. As far as the elaboration and adoption of specific legislation in the field is concerned, there were a limited number of regulations, and yet important for their effect of protecting and promoting the human rights and fundamental freedoms. In terms of human rights in the year 2010, the European Union’s objectives include promotion of equality and solidarity, promotion of Europe of the citizens’, meaning to bring ordinary citizens closer to the European Union.
