Summary/Abstract: When making its pronouncements, the European Court of Human Rights tries to establish whether there has been a serious violation of the Convention. The effectiveness of this jurisdictional mechanism guaranteeing the human rights and fundamental freedoms depends above all by the attention and the importance attached to these pronouncements by those to whom they are addressed. Whenever the European Court decides that there has been a violation of the provisions laid down by the Convention, the States involved are bound to put into execution these pronouncements and promote the necessary internal legislative and administrative reforms. According to the European legislation, it is the Committee of ministers that has the competence to monitor the implementation of the European Court's pronouncements, while the accused State is bound to inform this body about the measures taken for putting into execution each of the Court's pronouncements. Beside the way States put into execution the European Court's pronouncements, another present concern for the Council of Europe is the way States put into execution the national courts' pronouncements.
