Summary/Abstract: This paper is written at the very beginning of a nationwide emergency state, declared by the Romanian President, due to the Covid-19 pandemic. The aim of this paper is to assess the effects that Presidential Decree no. 195/16.03.2020 regarding the state of emergency established in Romania and its subsequent legal acts have on international contracts governed by a foreign law. More specifically, we will analyze to what extent the Romanian Presidential Decree no. 195/2020 interferes with the foreign lex contractus, for those agreements that should be performed on Romanian territory.
