Summary/Abstract: In the opinion of the author, the provision of the Bill, which introduces an obligation to record and disclose all benefits for churches and religious associations by units of the public finance sector, is compliant with the Constitution. However, the introduction of provisions on the rights of churches and religious associations without observing the consensual procedure provided for in the Constitution may become the basis for an effective allegation of non-compliance with the Constitution, and – in the case of relations with the Catholic Church – also of non-compliance with provisions of a ratified international agreement.
