Summary/Abstract: The development of civil society is indicated as one of the imperatives of contemporary politics in democratic states. Its pillars are social and civic participation as well as self-government. Activity within civil society can be group-based or take the form of individual civic activity, manifested in the attitude and civic awareness of its members. Civil society is associated with the creative attitudes of community members who are empowered to make decisions. The idea of civil society should therefore be understood as a real possibility of active participation of citizens in broadly understood public matters. Public administration creates or limits the essential conditions for citizens’ participation in building a democratic order (or disorder) by enabling processes and activities that fall within the scope of social participation.
