Summary/Abstract: Just as Poland was the first of the Warsaw Pact states to form a government led by a non-Communist, in August 1989, its neighbor Lithuania was the first of the Soviet republics to declare its independence, in March 1990. Poland had the strongest tradition of resistance to communist rule among the Warsaw Pact states; Lithuania showed the most determination in resisting rule from Moscow among the Soviet republics. Poland's Solidarity and Lithuania's Sajudis movements, as the decade turned, were able to lead their nations from Moscow's orbit and provide political formations that could be elected to lead democratic governments.
