Summary/Abstract: With the paradigm shift from the medical to the social approach, disability was reclassified as a human rights issue. This is supported by several international documents. The latest and most important one is the United Nations Convention on the Rights of Persons with Disabilities, a document whose purpose is to promote, to protect and to provide full exercise of all the fundamental human rights by all persons with disabilities, without discrimination based on disability. A disability legislation based on human rights acts as a "civilizing factor" is needed in any society that respects diversity and aims to create a truly open society for all.
