Summary/Abstract: In 1989, for the third time in this century, the peoples of East Central and Southeastern Europe experienced an upheaval of revolutionary proportions and attempted to bring their ideals into alignment with the post-revolutionary political, social and economic realities of their lives. All three upheavals came at the conclusion of costly wars-the First World War, the Second World War, and the Cold War. All three brought promises of a new level of sovereignty in international affairs and of democracy and prosperity at home. It is worth remembering the other "miracle years" of the century, 1918 and 1944-45, not to diminish in any way the enormity of the events of 1989, but rather to put the sometimes disappointing history of the past decade into context.
