Summary/Abstract: In 1996 Romania's liberal, pro-western, democratic reformists won a decisive electoral victory. As soon as they came into power, their priority, pursued single-mindedly, almost obsessively, was to get Romania admitted to the North Atlantic Treaty Organization (NATO). Not only did they appeal to NATO members, particularly France, but they also made it clear to their own population that this was their top priority. Knowledgeable advisors to newly elected President Emil Constantinescu warned him that the chances of immediate admission were very small, and that the United States would be opposed, but he did not deviate from his original goal.
