Summary/Abstract: That nationalism has taken different forms, more or less inclusive or exclusive, still requires explanation. Among the most prevalent such explanations are those stressing demographics and modernization. The first argues that a state with more diverse populations will adopt more inclusive rhetoric and policies to unite its constituency, while a state with a more homogeneous population will tend toward ethnic exclusivity. The second explanation focuses more on the modernization process, as itself bringing together diverse populations, facilitating their intercourse and assimilation into a national culture. If historical study suggests the reverse of these patterns, or instances of shifting rhetoric and policy that do not correspond to either demographic or modernization changes, then such arguments falter.
