Summary/Abstract: The article researches the formation of a law institute of cyber security. The aspects that led to development of the institute of cyber security and telecommunication relations in cyber space are considered. It is stated that establishment of national law institute of cyber security is directly related to development of international law in this field and, above all, a European one, which has served as standard in the field of information and telecommunication security of society.
