Summary/Abstract: Security is a value that is both socially desirable and legally protected. It refers to many spheres of public and private life. It is a multidimensional category and therefore difficult to be clearly defined. The legislator also regulates a number of its aspects, including state security, public safety, security of citizens and others. It makes a category that is fundamental not only in the case of crises but also with the normal functioning of the state.
