The essence of public-private partnership in the context of access to public information and protection of trade secret as an instrument securing private partners’ interest

Summary/Abstract: The implementation of public tasks based on collaboration between public administrative bodies and private partners, affects the standards of public finance management. Such correlation resulting from essential components of the agreement is a key matter not only for the purpose signified in contract per se, but also to protect the parties' interest. As often occurs, entrepreneur's interests set within the purview of public tasks exceeds the general conception of transparency in public finance management. Therefore, it becomes necessary to sort out legal instruments allowing to keep certain information in secret, these included both in individual offers and in public-private contracts as well, which are collectively called a trade secret.
