Summary/Abstract: The binding legal provisions related to the spending of funds from the EU budget regulate issues related to the management of EU finances, taking into account the specific nature of the spending process. Sound financial management of the European Union as well as shared management are principles strictly related to the proper management of funds coming from the EU budget by creating rules on which the system of their monitoring, control, audit and management was built. The primary purpose of the publication is to define the scope of meaning of the principle of sound management, and the principles of shared management in the management and control system of operational programs and attempt to set a framework for countries and EU bodies to create a system of spending funds from the EU budget. While discussing the subject and subject scope of the indicated principles, the dogmatic and legal method was used, as well as the legal and comparative degree. In addition, the analysis of selected judgments of the European Court of Justice has been used to verify the correctness of the theses.
