Summary/Abstract: The aim of this study is to examine with documents that the Turkmen tribes, who ruled in Anatolia and Mesopotamia plains for many years made important contributions to the administrative mechanism of the Ottoman Empire as a result of the tribal system that was removed after the 1500s. Turkmens who In this study, not fully recorded in previous years, but between 1850 and 1918 accurately registered Ottoman archives of Istanbul and the Prime Ministry are available. Iraqi Turkmens who were adhering to Oghuzname principles, especially the situation of Kirkuk, In the spread of modern culture in Kirkuk, the services of Turkish schools, printing, poets and statesmen and bureaucrats born and trained in Kirkuk on various issues were examined in detailed registration books. In the study, Turkmens from Kirkuk 939, 105 from Arbil, 151 from Sulaymaniyah are available in documents and books in archive records. The fact that we have the transcribed records (sicil-i ahval) of nearly 500 Turkmen statesmen from Kirkuk has revealed the importance of Kirkuk as a cultural center. After the collapse of the Ottoman Empire it was emphasized that Turkmens were taking part in senior positions in both the Government of Iraq and in the Republic of Turkey. The necessary evaluation has been made in the conclusion.
