Summary/Abstract: In this article, the situation of Turkish foreign policy during and after the cold war is discussed. In the years when the Cold War started, the Turkish government's indecision and attitude of the Turkish decisionmakers towards the intellectuals who adopted the nationalist idea. All these people in the face of oppression and persecution as will be explained believed standing against a gray wolf who did not succumb to intimidation. Of the Turkish population which is present in Turkey and in the world that should never be neglected; establishing close relations with foreign Turks, giving importance to propaganda activities, making common alphabet projects more tangible, enabling a few publications to be put into operation even after the common alphabet project, opening more quotas to student exchange programs, language, religion, culture and art for the execution of the activities of studies have attempted to operate as described in the positive sense it will influence Turkey's reputation. As an integral part of all these narratives, the project of an organization that can make the world Turks more systematic, namely the “Ministry of Foreign Turks”, has been tried to be explained.
