Patent Activity in the Agri-Food Sector and Smart Specialisations of Polish Regions

Summary/Abstract: The article concerns patent activity in the agri-food sector in the regions of Poland and its comparisonwith smart specialisations of Polish regions, defined in the process of implementing the EuropeanStructural and Investment Funds, 2014–2020. The article presents results of analyses of patent applicationsfiled with the Polish Patent Office in the years of 2006–2015 in fields related to the agri-food sector,including: food, beverages, tobacco, pesticides and agrochemicals, agricultural and forestry machineryand packaging. Based on the observed patent activity in respective regions, the relevance of Research& Innovation investment priorities was verified, as defined in the regional smart specialisation strategiesin 14 out of 16 Polish regions. The data reveal disparities between decisions about selecting thosepriorities and the extent of patent activities in individual regions, involvement of business enterprisesin inventive activity and indices of revealed technological advantages (RTA). The research results maybe useful for: innovation policy makers, working on the monitoring and updates of smart specialisationstrategies; Research & Development performers in the agri-food sector, capable of exploiting regionaltechnological advantages; researchers studying innovation and cohesion policies, in particular analysingthe European Structural and Investment Funds.
