Summary/Abstract: This study is organised in three parts. Part one gives an overview of the political, economic, social and institutional situation in Romania and provides some information on youth-related policies. The second part describes the framework of analysis, derived from basic institutional theory and mixed with recent efforts of integration with organisational change and organisational learning in transition environments. Brief illustrations of the strategies, evaluative preferences and discourses of educational organisations are provided to support the framework and to stimulate further discussion. Part three outlines the theoretical and practical implications and considers suggestions for future research.
