Summary/Abstract: According to practical experience and research, the functions of the Hungarian state – mainly the system of public procurement – are greatly involved in corruption The aim of this study is to examine the social background regarding the corruption of public procurement after a brief historical overview, through investigating the overlapping phenomena and highlighting the importance of the legislation and the compulsory citizenship behavior which could easily be a subject to the abuse of cunning perpetrators. The first factor that could explain the situation is the fact that in case of the Hungarian society the willingness to comply with the law is very low The last factor that I would like to examine, which could be the first in the priority order and in my opinion goes hand in hand with corruption, is the operation of the Hungarian tender system.
