Summary/Abstract: Quality, effectiveness and efficiency are the three pillars of institutional reforms in decades, in Europe and in the world which need to be considered at building national systems of management and quality assurance, including the one in Romania. For Romania I believe that this alignment is necessary to ensure a real and functional integration of the Romania into the European Union in terms of public order and safety. This requires that Romanian initiatives in this area, need to be consonant of theoretically and methodologically, with everything happening in the world, in real time. A arrearage in the design of the management systems, for maintain and improve the quality, their methodologies and values subsumed, maybe doing do not only extremely difficult the integration, but even mutual trust and understanding between EU countries. To be relevant, the purposes of the above, in this paper I intend to present my view on the concept of total quality management, to the key success factors in the evolution towards achieving total quality in the Romanian Police and to some of the characteristics and the qualities of a true leadership, needed to obtain total quality in the Romanian Police.
