Summary/Abstract: Globalization has created the conditions for EU enlargement. Threats management within European community has not been as effective as predicted. The paradigm shift, establishing the security of European citizens by means of compensatory measures at the external borders, has not reached sustainable implementation. JHA acquis, under Lisbon Treaty imposed states’ decision-making change in order to harmonize the European citizen’s order and security area.
