Summary/Abstract: The article deals with the organizational and legal support for reforming the national economy. It has been determined that organizational support is provided by leading scientific institutions, and legislative - a system for managing and coordinating reforms. On this basis, a national model for managing reforms was created, which allowed to identify the subject of the reform process, its task and composition and classify the state-declared reforms in the areas of focus. Such a classification allowed the construction of a business process that provides for the development and implementation of a package of reforms for any field of purpose. It is determined that the main problem in promoting and implementing reforms in Ukraine is their lack of scientific substantiation.
