Summary/Abstract: The author has undertaken to analyse one of the most important principles of proper legislation by the administrative bodies in two different legal systems: Continental and Anglo-Saxon legal system. In all three countries indicated in the title, the administration has the powerto legislate. This competence must, however, have a clear delegation power. The administration is obliged by principles of proper legislation. Only observance of these principles can bring about the protection of the addressees of acts established by the administration.
