The impact of the guaranteed minimum income on reducing poverty in Romania

Summary/Abstract: The means-tested social benefits provided in Romania are guaranteed minimum income, family support allowance, and heating aid. In this paper, we focus on the allocation of the guaranteed minimum income and their impact on the beneficiaries. Using data from Family Household Budget Survey 2016 we describe the profile of the beneficiaries, and we analyze the extent to which guaranteed minimum income beneficiaries continue to be in situations such as severe material deprivation, and relative poverty after social transfers. The results show that most beneficiaries are in severe material deprivation, with more than half of them deprived of food and new clothes. Also, the guaranteed minimum income manages to lift only 2% out of relative monetary poverty.
