Summary/Abstract: The article named defines the concept of the sovereignty of act and the concept of the sovereignty of the people. It further deals with the fact which causes problems in the theory of law, namely with the question of their interaction in modern statehood. The idea of the rule of act as the principle of state according to law and the idea of the rule of the people as the principle of democracy, however create together the substance of activities of a modem state according to law.
