Summary/Abstract: Over the sixty years of the European integration processes, the legal character of institutionalized forms of cooperation has been constantly changing, and the result was the creation of the political system of the European Union. The crucial encouragement for the European integrations came from economic goals with political background, too, thus the European Union today is not only an economic but a political community as well. Each new agreement made the authorizations of the EU stronger which made it a type of a ‘public authority’ able to shape the socio-economic path of the community, hence the influence of the EU institutions on everyday lives of its citizens has been growing. In order to reach a stable and efficient system, political elites attempted to democratise the process of creation of an institutionalised system and expanding the authorization-scope of the EU. Democratization is a complex process which aims to achieve a balance between the political power of institutions and their accountability, as well as to establish mechanisms which enable citizens to have a direct and indirect political participation in the system. Democratisation of the legislative procedure is one of the key processes of democratization and it can be observed from two perspectives. The first one is a factual change of the institutional balance and continuous strengthening of the role of the European Parliament as a direct representative of the citizens. The second one is the introduction of mechanisms of indirect democracy which enable the engagement of citizens and interest groups in the decision-making processes in the European Union.
