Summary/Abstract: Events since the terrorist attack on the World Trade Center and the Pentagon ll. September 2001 they became almost surreal. During the week, Congress intervened by accepting one of the broadest delegations ever in favor of a president, and the incumbent president followed suit by declaring a state of emergency. What this all means from a legal point of view is worrying. Most commentators talk about what we all have in our hearts, namely that the world will no longer be the same as before. However, we must be careful when thinking about the consequences of our actions now and in the immediate future. We all want the world to be safer and better, not more unstable and worse to live in.
