Summary/Abstract: The prohibition of racial discrimination has become part of the human rights package in democratic rule of law. In addition to the constitutional enshrinement of this prohibition under national law, there is also a solid international legal basis in the form of the 1966 UN Convention on the Elimination of All Forms of Racial Discrimination (hereinafter "the Office"). The fact that 160 states were bound by the Convention on 18 December 2001 indicates that this is a contractual instrument that is of practically universal significance.
