Summary/Abstract: The Bulgarian Election Code defines powers to the president of the Central Electoral commission to starts proceedings when finding an administrative offence. In some cases of administrative offences the Central Electoral Commission impose administrative penalty. The report explores the powers of the Central Electoral commission to enforce administrative liability and also is a critical research of the special administrative proceeding when administrative liability is enforced.
