Summary/Abstract: Education in general, in particular higher education occupies a central place and plays an extremely important role in the evolution of society and of all its structural components, on the stairs of the historical scale of progress. Education and science are considered by specialists the main engines that propel society, manhood on the highway of progress. Therefore, the thoroughgoing study of their knowledge and self-knowledge represents a permanent theme of the present concerns within this field. And this, even more because of the increasingly complicated problems facing humanity. As many experts have noticed since the early 70s (of the last century) and have recorded in a Report to UNESCO, Three new phenomena, more or less generalized, appear at present, not only on the doctrinal level but also on the practical one. These new phenomena are: Education PRECEDES, Education PROVIDES and Society REMOVES some of the products of education. The countries of the European Union were selected as sample of our study, which focuses on the following aspects: the University’s role, expressed not only in theory but also in practice, in the functions that this institution has; the actors of labour (activity) and of the academic life, the quantitative dimensions of the higher education sector; the discovery of the possibilities which can contribute to the increase of the qualitative level of the academic activity and its performances; the creation of an European area of education and science; other aspects regarding the realization of a series of reforms in the field of European tertiary education.
