Summary/Abstract: This paper describes recent changes in France’s and German’s African development policy, especially in Sub-Saharan Africa. It compares the determinants and principles of aid allocation by France and Germany to Sub-Saharan Africa countries and presents key concerns of realizing French and German development cooperation policy. Both donor motives and recipient need are factors in French and German assistance to Sub-Saharan Africa partners. Furthermore, the growing role of economic and security concerns in the allocation and forms of aid is observed for both donor countries.
