Summary/Abstract: The existing electoral law and the structure of security system in Serbia are both geopardising Serbian national security. This article advocates changes in the national security system that would follow the principle of the legitimate democratic political leadership’s civilian control of the security system. Following Serbia’s opening to the West after 2000, this principle has been promoted as the guiding principle by both civil society and politicians, but the continued distancing from that principle is worrying. This article deals with the causes of distancing and offers concrete structural and cultural reforms necessary to reverse the current trend. The operational principles of the necessary reforms are mutual oversight, competition and coordination among the three branches of government (legislative, executive and judicial), as well as among the government agencies executing security policies.
