Summary/Abstract: The article is essentially one about inadequacy. The inadequacy of a norm to reality, of a reality to normality and, last but not least, of a society to the future that its citizens deserve. The latter is, if you will, the most painful inadequacy we can imagine. And, unfortunately, it includes us all. Application of Law no. 357/2018 for the establishment of 2019 as “The Year of the Book” in Romania is in fact a declaration of good intentions, more suitable for a parliamentary interpellation than for integration into the body of laws of Romania. Moreover, the law "launches" the national program "Romania Reads" which has existed, in fact, for at least three years, being supported by a private entity unrelated to the law and already subsidized from the funds of the National Cultural Fund Administration. So, another inadequate piece of legislation, which proves the existence of a Legislative Council at least inattentive (the bill benefited only from grammatical adjustments from this institution) and a Parliament through which, here, can pass at speed (in less than three months, from initiation to promulgation) an expired bill.
