Summary/Abstract: The present paper presents the main challenges and drivers of the emerging hybrid threats with security impact. Subsequently, considering these specific elements, we argue the need for a new resilience-based approach for the management of such threats and security risks. Nation-state and its various constituent elements (public institutions, civil society and critical infrastructure) is at the center of the approach we describe, revealing several options that might be useful in designing a security culture-based conceptual framework of national resilience to hybrid threats.
