Summary/Abstract: It is well known that the EC law in the area of awarding public works contracts has gone through many changes recently.Within the EU, the need to simplify the legal regulation with the use of new electronic possibilities was intensely felt. When compiling the relevant directives, it was at the same time stated that the general principles for awarding would be kept, i.e. securing the transparency and equal treatment. Assigning public orders should secure that the order is obtained by the subject that offers the best quality while keeping the lowest possible cost on the part of the awarder.
