Summary/Abstract: With decisions of Congress hold in Berlin. Tara has been marked as border between Montenegro and urkey. With international recognition for independent state in 1878 Montenegro acquired right to obtainrole of adequatepoliticat factorin international rapportseven under very difficult circumstancesin eninsula of Balcan and in Europe.And after quite distension of territory afterjust finished war, in ontenegro existed aspirationstowards new distension on damage of Turkey.Aspirations of Montenegro especially vereorientated towards Zatarje, relatively towardsthose regions that made border on erritories of Drobnjak. Thanks to this fact Drobnjak was rich of events that relatesto conflicts and ebullitionsthat brought internal changes, surpassing big material rrearage, achievement personal rights nd freedom,and with relation to deliberation of Turkey authority also a neighboring regions, that avoidable had to came. This period is characterized with very often violent conflicts on monenegrian- turkey border and generally unstable conditions on the territory of Drobnjak. Obstinacy often become expressed, attacks on, robbery of beast, killings, illegal commerce, because all thiesethinks life of the opulation oftenbecome difficult and unbearable. But strong influencefrom Cetinje and often instructions and advicesmakes there complicated rapports moresimple. And also authority of Turkeymade after 1878 ot watch towers,guardian houses beside Tara and all these thinks interrupted very strong familyrelations and made impossible usage of land and pastures of both sides of river, to cristian population. At the timeof Balcan war Tare stopped to beborder river this think brought unification of populationsof this erritory.
