Summary/Abstract: The paper considers clustering as one of the most effective approaches to managing regional development. The analysis of conceptual approaches to the formation of clusters in the agricultural sector of the regions is presented. The authors propose an algorithm for creating and developing a regional agrobased cluster, which includes three stages: analysis and forecasting; organization of events; creating a system for monitoring the effectiveness of the cluster. The result of such analytical procedures and organizational measures is the formation of a management mechanism that ensures effective interaction between cluster members and the achievement of cluster development goals.
