Summary/Abstract: A review of non-conventional weapons likely to be used in Information Warfare is presented. Strategic implications and consequences of usage by non-state actors are assessed. The threat represented by these weapons and measures to counter it are outlined. Notes on why conventional non-proliferation methods are not effective against this threat are presented.
