Summary/Abstract: This article takes on the issue of crisis management as the task of state meant to protect citizens from potential and real threats and also provide assistance in case of occurrence of those threats. Crisis management system is a special form of management, which aims to lower the risk associated with potential threats and create mechanisms to ensure the safety of citizens, critical infrastructure and environment. The essential elements of this system are crisis management teams. They play an important opinion-forming and advisory role in the areas of activity covered by crisis management at each of its level.
